Not only that, these people don't seem to realize that Obama has tried to expand infrastructure spending while in office.
The GOP in congress that blocked and/or watered down every attempt.
His Jobs bill called for Billions in new Infrastructure spending.

First of all, most infrastructure, with the exception of interstate freeways and other special projects, is the responsibility of the individual states not the Federal Government or the President.
Second of all, Congress, not the President, appropriates spending. Before the Republicans gained the majority in Congress in 1994, (for a brief time), the Democrats were in control of Congress for 30 years. Even for the few years that the republicans were in the majority in Congress, they only held that majority by a very thin margin. So... moron, if anyone in the Federal Government has any blame in this matter, it is primarily the Democrat socialist, commie, pinkos.
