I have a feeling the author of this torrent doesn't really know what they're talking about when it comes to the IANA and internet address allocation :P
In the included peerguardian document (thank you for the effort by the way, although you might want to check your facts), the author says that they "block over 800 billion addresses daily". They say that, then they replace addresses with ranges later on. Big difference between the two ;)
Also, what they're doing is an impossibility. In one day, they would have blocked the entire IPv4 range (~4.3 billion addresses), along with more than all of the IPv6 addresses that are likely to be allocated within even the next two years.
But other than that guide, I think this torrent is very nice. Thank you, Subzero! :)
