If you crank up the compresion 720p can fit into 100MB, but the quality will not be that good.
A 720p contains about 2,5 times as mutch infomation as a normal PAL quality. The H264 is about twice as god as a normal H263 compresion. ~350*3/2=~500. So it shod be just fine, about the same quality as a normal H263-Pal release

FYI
I kept the original aspect of 1280x720, the raw original file was 2.8 gig Mpeg file, exporting to Meg4 H.264 and reduced the bitrate to 1500 kb/s. the full 5500 kb/s file would be around 1.7 gig.
I would post the 1.7 mb files but it would take forever to seed.
