The game works fine, but needs a crack which can easily be downloaded at:

the crack works without a prob. It needs to be inserted inte the game file
1. Install the game - Full Installation.
2. Replace the original IMPERIUM ROMANUM.EXE file with the one from the File Archive (that is the crack-which is zipped).
3. Play the Game!
Have fun/ Game strikes me as just ok though after playing the tutorial. Not too captivating. Seen it played it type of feeling about the whole thing.
In any event, thanks again to shin2k35 for a working upload.
