In a 320x200 rip you wouldn't be able to tell the difference if the rip is from blue-ray or from ordinary dvd. It needs to average more than 2x2 pixels either way, and any quality difference in the source disappears (the little quality that still MIGHT have been noticable disappears in the destructive coding.. whether you use mpg, mov, divx, xvid.. it's all destructive)..
However, if you want to keep the best possible quality in the codingprocess you should make sure that your rip keeps best possible quality even when you decrease the resolution you should use resolutions that goes evenly into the original resolution.. a dvd of 704x480 is evenly divisable with mainly 2 and four. (704/2 = 352, 704/4 = 176, 480/2=240, 480/4=480).. and ofcourse one can cheat a bit to make it divisable by 3 (first you crop it to 702x480, than you can make it to 234x160, without the codec having to split original pixels to two different resulting pixels).
