This is still by far one of my favorite games. The Ultimate Risk mode and well-designed maps are better than any previous or subsequent Risk game I've played.
Unfortunately, as of the date of this comment (2012/03/11), this torrent remains stuck at ~71%, with 5 peers. No fears, however, because Emuparadise.me seems to have a link to a copy that works on my ePSXe emulator:

I was surprised to find it is truly a direct download--no scary adware sites or enabling scripts necessary. The file has CRC32: 57A4C3C6 and MD5: 10F9E4F4528B5CF3A2756D232FF11915 .
I bought this game ages ago and am sad it has not been re-released. My disc has a scratch or two that sometimes (randomly) freeze the entire gameplay--else I wouldn't have downloaded the image. I would love to see this re-released with an even larger feature set. If anyone knows of a fan site / group of people who enjoy this game, please do share.
