That would be 7 Zip. It's a really tiny, really useful file archiver.
Here's a link to their website:

The download is absolutely free. After installing it, all you need to do is Right click the file you want to unpack, scroll down to 7Zip, and select either "Extract Files", or "Extract Here." And that's it. 7Zip itself is really tiny, so it takes like, a whole 15 seconds, if that, to download.
