These are WinRar files. It would be best to use WinRar to extract. You might be able to use WinZip or 7-zip, but WinRar will give you the least trouble (actually, I never understand why some people think it's better to make 17 files instead of one! One would be so much more compatible with other zip programs).
If you have WinRar installed already, double click on the first file (zry-pmrsr.r00).
If you don't have WinRar, get it. Search TPB for a copy.
Once you double click the first file, you will see the .iso file. Drag and drop it to your Desktop or wherever you choose.
You have Nero 7 or above installed? Great! Double click on the extracted .iso file, and it will be ready to burn! You can also use PowerIso.
The slower the burn, the better! 4X gives best results for me. I would try a DVD+/-RW first, because this game does kinda suck.
Oh, and to answer the other question, this is NTSC.

This game just suck balls heavily... not worth the download...
