Getting error when trying to start the setup.. any idea? Error creating process Reason: the system cannot find the specific file. But it is there, so anyong got any idea what to do?

Does anyone know what the patch status is for War Leaders: Clash of Nations? GCW has cracks for all the way up to 1.3. Is there an English patch 1.3? If not, what is the latest English patch and where can such a patch be downloaded?
