I was going crazy trying to set up PCSX2 by myself, downloaded this pretty quickly.
Extracted the file, set the graphics to DX10 and I was playing MGS2 in no time.
Although I didn't find a BIOS that came with it, but they're are not hard to find here on TPB
Final Verdict:
Great torrent if you don't want to do any of the hard work, just want to download PCSX2 and get straight to gaming.
